The Progressive Wage Model (PWM), developed by the National Wages Council (NWC), aims to enhance the wages and skills of lower-wage workers in Singapore. Effective 1 March 2023, the PWM has been extended to cover administrators and drivers, ensuring that employees in these roles receive fair compensation aligned with their skills and responsibilities
Key Updates to the PWM for Administrators and Drivers
1. Wage Requirements
The PWM sets baseline gross wage requirements for full-time administrators and drivers working between 35 to 44 hours per week. These requirements are structured to ensure progressive wage increases over time. The current wage schedules are as follows:Ministry of Manpower Singapore

2. Training Requirements
In addition to wage adjustments, the PWM mandates specific training requirements to ensure that administrators and drivers possess the necessary skills for their roles. Employers are required to facilitate relevant training programs, which may include:
For Administrators: Courses in customer service, records management, data analysis, and other administrative competencies.
- For Drivers: Training in vehicle operation safety, route planning, and specialized vehicle handling for those operating heavy or specialized vehicles.
Employers must ensure that their employees complete these training modules within six months of employment to comply with PWM standards.
